O plano de contas é a estrutura básica da escrituração contábil. Isso significa que cada transação é escriturada na contabilidade com base nas contas contábeis previamente estabelecidas no plano de contas, só assim permite obter as informações que permitem a elaboração das demonstrações contábeis ou mesmo de relatórios gerenciais. No caso do setor público nos referimos ao Plano de Contas aplicado ao Setor Público, conhecido como PCASP.
Quem está obrigado a adotar o PCASP?
Após a adoção do novo modelo de contabilidade pública no Brasil, o PCASP passou a ser de uso obrigatório por todos os poderes nas três esferas de governo, incluindo seus fundos, fundações, autarquias, e empresas estatais dependentes. Sendo facultado o seu uso apenas pelas empresas estatais independentes.
Vale ressaltar que embora haja uma padronização até um cento nível, o plano de contas é flexível para atender as particularidades de cada ente da federação.
Antes de saber quais os objetivos do PCASP inscreva-se no site para receber as atualizações.
Quais os Objetivos do PCASP?
1. Padronizar os registros contábeis das entidades do setor público.
Antes da adoção de um plano de contas padrão para o setor público brasileiro cada ente da federação tinha o seu próprio plano de contas. Diante de tal situação era praticamente impossível a consolidação das contas e elaboração de estatísticas contábeis e fiscais a nível nacional.
2. Distinguir os registros de natureza patrimonial, orçamentária e de controle.
O PCASP, conforme veremos mais adiante, é formado por três tipos de contas, conforme a natureza das informações, podendo ser: patrimonial, orçamentária e típica de controle. Isto permite que transações que envolvem apenas fatos patrimoniais, por exemplo o registro das depreciações de bens móveis, sejam registrados independentemente dos efeitos orçamentários e vice-versa.
3. Atender à administração direta e à administração indireta das três esferas de governo, inclusive quanto às peculiaridades das empresas estatais dependentes e dos Regimes Próprios de Previdência Social (RPPS).
Conforme afirmado anteriormente, o plano de contas deve alcanças todos os órgão e entidades da administração pública, nas 3 esferas de governo, sendo facultado apenas para as empresas estatais independentes.
4. Permitir o detalhamento das contas contábeis, a partir do nível mínimo estabelecido pela STN, de modo que possa ser adequado às peculiaridades de cada ente.
Embora haja a existência de um padrão até certo nível, o plano de contas deve respeitas as particularidades de cada ente da federação e por isso deve haver uma certa flexibilidade para atender a essas peculiaridades.
5. Permitir a consolidação nacional das contas públicas.
Esta é uma premissa do plano de contas e um dos pilares pelos quais ele foi concebido especialmente por força das exigências contidas na Lei de Responsabilidade Fiscal.
6. Permitir a elaboração das Demonstrações Contábeis Aplicadas ao Setor Público (DCASP) e dos demonstrativos do Relatório Resumido de Execução Orçamentária (RREO) e do Relatório de Gestão Fiscal (RGF).
O plano de contas é a base da escrituração contábil e estas por sua vez, é que sustentam a elaboração das demonstrações contábeis bem como dos relatórios exigidos pela Lei de Responsabilidade Fiscal (RREO e RGF).
7. Permitir a adequada prestação de contas, o levantamento das estatísticas de finanças públicas, a elaboração de relatórios nos padrões adotados por organismos internacionais – a exemplo do Government Finance Statistics Manual (GFSM) do Fundo Monetário Internacional (FMI), bem como o levantamento de outros relatórios úteis à gestão.
Os usuários da informação contábil, especialmente os gestores públicos e a sociedade carecem de elementos para tomada de decisão e para a prestação de contas, por isso o plano de contas deve ser um meio para viabilizar a geração dessas informações.
8. Contribuir para a adequada tomada de decisão e para a racionalização de custos no setor público.
Além de possibilitar o controle orçamentário, financeiro e patrimonial, o PCASP permite o registro de informações relacionadas ao curso dos serviços públicos o que é de suma importância para os gestores e sociedade.
9. Contribuir para a transparência da gestão fiscal e para o controle social.
Em uma sociedade que carece de informações acerca das receitas e destinação dos recursos públicos da forma mais transparente possível o PCASP tem uma função importante que é viabilizar a transparência e a instrumentalização do controle social.
Estes são os objetivos e por que não dizer os motivos pelos quais o plano de contas aplicado ao setor público brasileiro foi implementado.
